The North Iowa Corridor Joint Comprehensive Plan advances a shared vision for the region’s long-term prosperity through collaboration between the City of Mason City, the City of Clear Lake, Cerro Gordo County, and the North Iowa Corridor EDC. Recognized with the Daniel Burnham Award from the APA Iowa Chapter, the plan represents a pioneering, multi-community partnership in Iowa—one that aligns shared priorities while honoring each community’s unique identity.
Through coordinated planning and regional cooperation, the plan establishes a clear framework for housing, economic development, parks and recreation, infrastructure, and neighborhood revitalization. Together, these efforts strengthen the region’s economic vitality, enhance quality of life, and position North Iowa for sustainable growth—demonstrating the power of partnership between local governments, businesses, and the broader community.

Chad Schreck is President & CEO of the North Iowa Corridor Economic Development Corporation. He provides executive leadership, management and fiscal oversight for the organization. This includes the successful implementation of our workforce development, business retention and recruitment projects, as well as playing a lead role in promoting the region locally and nationally. Prior to his role at the Corridor, Chad was Executive Director of the Midwest Partnership EDC in Stuart, Iowa overseeing a four-county region. Preceding his position there, he worked as the Regional Economic Development Planner at Region XII Council of Governments in Carroll, Iowa.
Chad earned his Masters degree from Drake University in Public Administration with a concentration in Executive Leadership and his bachelors in Law, Politics and Society at Drake University. Schreck is a lifelong Iowan with a passion for creating a rich and vibrant future for his community as well as the state, and is active in various community and charitable organizations.
Maddie Anderly is the Marketing & Communications Specialist for the North Iowa Corridor Economic Development Corporation. She organizes, creates, and edits the promotional materials, marketing, and social media for the North Iowa Corridor as a shared position with the Clear Lake Chamber of Commerce.
Maddie earned her Bachelors degree in Strategic Public Relations with a Marketing Minor at the University of Northern Iowa. Anderly is a North Iowa native with a passion for promoting economic development, collaboration, and all the exciting opportunities that make make our region thrive.
Shelley brings 10 years of experience in community and economic development across Iowa, with a focus on rural areas. She specializes in supporting small businesses, local governments, and nonprofits. Shelley holds a master’s degree in Community and Regional Planning and Sustainable Agriculture. One of her proudest accomplishments was helping the City of Keokuk secure over $1 million in grants and incentives to rehabilitate three historic buildings with a local developer.

Jenna Heiar joined the North Iowa Corridor in September 2025 as the Business Relations Manager. Originally from Minnesota, she moved to Mason City in 2014 and has called North Iowa home ever since. She brings a strong background in public health, with experience in grant management, partnerships, and housing. Jenna holds a Master’s in Public Health from the University of Wisconsin–La Crosse.
Jenna works to continue strengthening business relations, supporting local employers, and building an even stronger North Iowa community. The Corridor is governed by a 20-member Board of Directors that works closely with local community development organizations, financial institutions, businesses, industries, as well as agencies and elected officials in local, county, state and federal government.
